Many asked for this and AMD have finally delivered - today they announced AMD FSR Upscaling 4.1 support has expanded to older hardware.

When it originally launched it was exclusive to the AMD Radeon RX 9000 Series GPUs, then later expanded to RX 7000 and they did say more was to come. AMD said that since then they've managed to further optimise it to support more devices officially.

This newly added support includes:

  • AMD Radeon RX 6000 Series graphics cards.
  • AMD Ryzen AI Max processors.
  • Laptops powered by AMD Ryzen AI 9 processors.
  • Gaming handhelds featuring AMD Ryzen AI Z2 Extreme, Ryzen Z2 Extreme and Ryzen Z2 A processors.
  • Xbox Series X|S consoles "coming soon".

And, finally, AMD have remembered that the Vulkan API exists and said that newer FSR 4 will be supported in the AMD FSR SDK 2.4 release. I haven't seen them set a date anywhere for that but sometime soon.
